Cultural Council

Established in 1982 as a part of a statewide program to develop cultural programs in local communities, the Sudbury Cultural Council (SCC) supports and promotes community originated projects and activities in the arts, humanities and interpretive sciences to benefit the resident of Sudbury. Members consist of a group of interested residents who are appointed by the Board of Selectman to disperse public funding allocated by the Massachusetts Cultural Council, a state agency, whose budget is determined annually by the state legislature in July. The state divides this funding to each town in the state using a formula that includes population and economic status, although we are permitted to raise additional funds through donations and events.

We accept grant applications that are due on or about October 15 on an annual basis for cultural projects (including performances, lectures and exhibits), events, and field trips designed to enrich the lives of our community. We encourage grant applications from residents and groups who work with Sudbury based organizations in order to enrich Sudbury life with a variety of cultural activities. In 2011, we awarded $3676 in grants to 7 different individuals and groups. They ranged from a $250 grant to the New England Wildflower Society for a family activity area called “Nature Zone” to a $1200 grant to the Sudbury Historical Commission for the restoration of several of Florence Hosmer’s (Sudbury’s former “artist-in-residence” and the last occupant of the historic Hosmer house) paintings.

We also work collaboratively with organizations in the community in helping them develop ideas for programs and events. How is payment for approved grants received?

By submitting a Reimbursement Request form (available at http://www.massculturalcouncil.org/contracts/lccreim.pdf) along with any invoices, bills, a brief financial report and copies of promotional material sent to the Selectman's Office. Payment takes approximately six to eight weeks once applied for.

To receive reimbursement, must fulfill the contracts and requirements set out by the Mass. Cultural Council (available at http://www.massculturalcouncil.org/contracts/lccred_recip.asp). Most importantly, grantees must acknowledge the source of funding in all printed and online materials by using the MCC logo (download at http://www.massculturalcouncil.org/contracts/logos_step1.asp) and using the following credit line: "This program is supported in part by a grant from the Sudbury Cultural Council, a local agency supported by the Massachusetts Cultural Council, a state agency." What criteria are used to make grant decisions?

Proposals are evaluated by several criteria: benefit to the community, quality of the activity, evidence of planning, qualifications of the individual(s) who will lead the activity, track record of the sponsoring group, clarity of the proposal, and benefit to Sudbury residents. School related proposals must be for enrichment activities and not for programs, supplies or salaries that should be part of the school budget. Call the SCC for clarification about any school and library requests, or about any capital expenditure requests. The SCC carefully scrutinizes repeat requests and limits funding to three consecutive years. It is recommended that proposals include other sources of support to show the project is not dependent solely on SCC funding.

What is the process for approval?

The Council meets publically one to several times depending on the number of applications after the October 15 deadline to discussing each application individually. Applicants are informed no later than January 17 in writing as to the disposition of their application. Those who have been denied funding have a two week period in which to appeal their application.

When are applications due? How should they be completed?

Applications must be received or postmarked on or by October 15 each year. All applications should be typed and signed by the applicant. Programs must be specifically described with the names, artist fees, and qualifications of the individual (s) leading the activity and please note if there is any collaboration within our community. Who qualifies for funding?

Massachusetts based individuals, artists, nonprofit community groups, cultural institutions, libraries and schools with a cultural project or field trip that has a public benefit component may apply. Programs initiated by Sudbury-based groups and residents for the benefit of the Sudbury area will be given preference.
