Project Eligibility Application: Village at Sudbury Station

The Town of Sudbury has received  an application for Project Eligibility to MassHousing for a new Comprehensive Permit development being proposed on a parcel of land off Concord Road behind the town cemetery. The property contains 39 acres in several parcels, including the agricultural field behind Codman Drive, the property at 30 Hudson Rd and an 11 acre interior piece, which is where the development is proposed. The developer is Chris Clausson, and the seller is the JOC Trust (Dorothy Bartlett, Laura Abrams, Martha Keighley).

The proposal is for the construction of 250 rental units in 11 buildings, and a clubhouse. Access is from Concord Road at Peter’s Way, the driveway entrance to the cemetery near the intersection with Candy Hill Road. A secondary access is also proposed at 30 Hudson Road. The project will contain 163 units of market rate housing, and 87 units of housing affordable to households making 80% of the area median income.

The property received an NRAD from the Conservation Commission (for delineation of wetlands only) in July 2015. No engineering plans have been submitted with the MassHousing application.

The Town has 30 days to issue comments on the proposal to MassHousing as part of their review of the project for eligibility. The Selectmen’s office has a binder with the application and supporting documentation for public reivew. A link to an electronic copy of the application can be accessed here.

The Board of Selectmen will view the property with a representative from MassHousing and the developer on October 6, and will schedule a discussion on the proposal at their October 20, 2015 meeting. Comments are due to MassHousing by October 21 unless an extension is granted by the developer (which has been requested).

If MassHousing approves the site, the applicant is eligible to submit an application to the Zoning Board for a Comprehensive Permit. That can be 60-90 days (or longer) after the Project Eligibility process concludes.
