The bids are to be prepared and submitted at www.biddocsonline.com<\/a><\/u>. All bidders must complete and submit the electronic bidder registration form (Signature Authorization Form \u2013 hard copy) to BidDocs ONLINE Inc. at least three business days<\/u> prior to the bid opening\/deadline for processing. Tutorials and instructions on how to complete the electronic bid documents are available online (click on the \u201cTutorial\u201d tab a the bottom footer).<\/p>\n <\/p>\n Electronic bids for the Parking Lot Improvements, Sudbury Fire Department<\/em> project, Contract No. 2020 SFS-1, shall be submitted to BidDocs ONLINE Inc. until Thursday, May 14, 2020 at 11AM EST<\/u>, at which time they will be publicly opened online. Complete instruction for filing Bids are included in Section 00200 \u2013 Instructions to Bidders, of the Specifications,<\/p>\n <\/strong><\/p>\n This procurement is subject to all applicable public bidding laws of Massachusetts, including, but not limited to the requirements contained in MGL c. 30, \u00a7 39M. <\/strong><\/p>\n <\/p>\n The estimated cost of this Project is $190,000.<\/p>\n <\/p>\n The proposed work at the Sudbury Fire Department includes:<\/p>\n Questions concerning this Invitation for Bids must be submitted in writing to: William O\u2019Rourke, Sudbury Department of Public Works, 275 Old Lancaster Road, Sudbury, MA, email orourkew@sudbury.ma.us. Written responses will be sent to all bidders on record as having received Bid Documents. All questions shall be submitted to Sudbury Department of Public Works by the end of the day on Friday, May 8, 2020.<\/p>\n <\/p>\n BID INFORMATION FOR PARKING LOT IMPROVEMENTS, SUDBURY FIRE DEPARTMENT<\/p>\n <\/p>\n Bid Security: Each Bid must be accompanied by cash, or certified, treasurer\u2019s, or cashier\u2019s check, or bid bond payable to the Town of Sudbury in the amount of five percent (5%) of the total amount of the Bid. This Bid Security shall be in the form and subject to the conditions provided in Section 00200 of the Specifications, “Instructions to Bidders.”<\/p>\n <\/p>\n Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc., at 433 Main Street, Hudson, MA 01749 (978) 568-1167. <\/p>\n <\/p>\n There is a plan deposit of $50.00 per set (maximum of 2) payable to BidDocs ONLINE Inc. <\/p>\n <\/p>\n Plan deposit may be electronically paid or by certified check. This deposit will be refunded for up to two sets for general bidders upon return of the sets in good condition within thirty (30) days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.<\/p>\n <\/p>\n Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65 per set for UPS overnight), non refundable, payable to the BidDocs ONLINE Inc. to cover mail handling costs. <\/p>\n <\/p>\n The Contract Documents may be examined at, but not removed from, the following locations:<\/p>\n <\/p>\n Department of Public Works<\/p>\n 275 Old Lancaster Road<\/p>\n Sudbury, MA 01776<\/p>\n Office hours: Monday -Friday, 8:00 a.m. -3:30 p.m.<\/p>\n <\/p>\n 433 Main Street<\/p>\n Hudson, MA 01749<\/p>\n 978-568-1167<\/p>\n <\/p>\n Contract Documents shall be available for review and\/or acquisition after 10:00 a.m. EST on April 15, 2020.<\/p>\n <\/p>\n Bid period inquiries regarding the Work required by the Contract Documents shall be directed, in writing to: William O\u2019Rourke, Sudbury Department of Public Works, 275 Old Lancaster Road, Sudbury, MA, email orourkew@sudbury.ma.us. Written responses will be sent to all bidders on record as having received Bid Documents. All questions shall be submitted to Sudbury Department of Public Works by the end of the day on Friday, May 8, 2020.<\/p>\n <\/p>\n The selected contractor shall furnish a Performance and a Payment bond in amount at least equal to one hundred percent (100%) of the contract price.<\/p>\n <\/p>\n No bidder may withdraw their Bid for a period of forty-five (45) days excluding Saturdays, Sundays, and legal holidays after the date of the opening of the Bids.<\/p>\n <\/p>\n The successful bidder must commence work within ten (10) calendar days of receiving a written Notice to Proceed. The date of the Notice to Proceed is to be determined by the Owner. Each Bidder shall agree to achieve final completion of the Project, including all punch list items, within 60 consecutive calendar days <\/u><\/strong>from the date stipulated in the Notice to Proceed. Each Bidder further agrees to pay liquidated damages as specified in the Section 00500 Contract Agreement.<\/p>\n <\/strong><\/p>\n PREVAILING WAGES<\/p>\n <\/p>\n Minimum wage rates, as determined by the Commissioner of the Department of Labor and Workforce Development under the provisions of the MGL c. 149, \u00a7\u00a7 26 to 27D, as amended, apply to this Project.<\/p>\n <\/p>\n BIDDER PREREQUISITES<\/p>\n <\/p>\n Only bidders who can comply with the following should submit bids as only such Bidders will be considered qualified:<\/p>\n <\/p>\n <\/p>\n PRE-BID CONFERENCE \/ SITE VISIT<\/p>\n <\/p>\n No Pre-Bid Conference or site visit will be held due to the COVID-19 situation. In lieu of a pre-bid conference questions are encouraged prior to the deadline listed.<\/p>\n <\/p>\n The OWNER, being considered the sole and only judge, reserves the right to waive any informalities in, or to reject, any or all bids, should the OWNER deem it to be in the public’s best interest to do so. Owner may conduct investigations as Owner deems necessary to establish the responsibility, qualifications, and financial ability of the Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed to perform the Work in accordance with the Contract Documents.
