The Town of Sudbury purchased the property in 2019.<\/p>\n<p>&nbsp;<\/p>\n<h4>Design Charrette Findings &amp; Report<\/h4>\n<p>A <a href=\"https:\/\/sudbury.ma.us\/selectboard\/?p=4641\"><strong>Design Charrette<\/strong> <strong>Town Forum<\/strong><\/a> focused on Broadacres Farm was held on Thursday, November 21, 2019 from 6:30pm \u2013 9:00pm at Town Hall (322 Concord Rd). The Forum was held in a Design Charrette format in order to gather community ideas and advance planning for the newly acquired property.<\/p>\n<p>The Planning Department conducted the charrette along with consultant Wright Ostermier Landscape Architects (WOLA). A <a href=\"https:\/\/drive.google.com\/file\/d\/1Wg2282Bn8kwVApuEpvL4VZvXb4Cibdi1\/view\"><strong>Broadacres Farm Design Charrette Report<\/strong> <\/a>which summarizes the process, findings and recommendations for the property, was developed based on feedback from the charrette. &nbsp; &nbsp; &nbsp; &nbsp; <strong>Presentation of Broadacres Charrette Findings<\/strong><\/h5>\n<p>&nbsp;<\/p>\n<h4>Public Access<\/h4>\n<p>The Town closed on the purchase of the Broadacres Farm property on July 11, 2019, and the public is welcome to enjoy the property with certain restrictions.<\/p>\n<p><strong><span style=\"text-decoration: underline;\">Restrictions<\/span>: No access is permitted in and around the buildings on the property.<\/strong><\/p>\n<p><strong><span style=\"text-decoration: underline;\">Parking<\/span>:<\/strong> Parking shall be restricted to the gravel area near the sheds across Morse Road from the house.<\/p>\n<p>&nbsp;<\/p>\n<h4>Flashvote<\/h4>\n<p>A FlashVote survey was conducted in November 2019 to gather input on how residents would like to see the Broadacres property used in the future.&nbsp; Passive)<\/li>\n<\/ul>\n<p><strong>PARCEL 2&nbsp;<\/strong><\/p>\n<ul>\n<li>Open Space<\/li>\n<li>Recreation (Active &amp; Passive)<\/li>\n<li>General Municipal Uses<\/li>\n<\/ul>\n<p><strong>PARCEL 3 <\/strong><\/p>\n<ul>\n<li>Open Space<\/li>\n<li>Conservation<\/li>\n<li>Agriculture<\/li>\n<li>Recreational (Passive)<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p>Information on the property and its priority status for open space and recreation are found in the <strong><a href=\"http:\/\/documents.sudburyma.s3.amazonaws.com\/Presentation\/STM-2018-Oct%20Article%2002%20RodriguesM.pdf?1540828820196\">presentation<\/a><\/strong> made by the Town Manager at the October 15<sup>th<\/sup> Special Town Meeting.<\/p>\n<p>On October 15, 2018, Special Town Meeting voted IN FAVOR of the acquisition.<\/p>\n<p>On November 6, 2018, Acquisition of Broadacres&nbsp;was <a href=\"https:\/\/sudbury.ma.us\/selectboardsoffice\/wp-content\/uploads\/sites\/342\/2018\/10\/Sudbury-Ballot-Questions-Flyer.pdf?version=51e0bf68adb61ed35f01e4410e129a1b\">Ballot Question 5<\/a> of the <a href=\"https:\/\/sudbury.ma.us\/clerk\/?p=2028\">November 2018 State Election<\/a>. It is a priority for protection identified in the 2009-2015 Open Space and Recreation Plan and the Heritage Landscape Inventory of 2006.<\/p>\n<p>Broadacres Farm abuts the following properties of interest:<\/p>\n<ul>\n<li>Wake Robin Woods Conservation Land, which currently has no public access;<\/li>\n<li>Featherland Park, a key recreational area in town; and<\/li>\n<li>The proposed Bruce Freeman Rail Trail (owned by the MassDOT Rail Division).<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<h4>How did we Purchase it?<\/h4>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"wp-image-1047 aligncenter\" src=\"https:\/\/sudbury.ma.us\/townmanager\/wp-content\/uploads\/sites\/357\/2018\/10\/BDAfence_web-page-300x225.png\" alt=\"\" width=\"369\" height=\"277\" srcset=\"https:\/\/sudbury.ma.us\/townmanager\/wp-content\/uploads\/sites\/357\/2018\/10\/BDAfence_web-page-300x225.png 300w, https:\/\/sudbury.ma.us\/townmanager\/wp-content\/uploads\/sites\/357\/2018\/10\/BDAfence_web-page-768x576.png 768w, https:\/\/sudbury.ma.us\/townmanager\/wp-content\/uploads\/sites\/357\/2018\/10\/BDAfence_web-page-1024x768.png 1024w, https:\/\/sudbury.ma.us\/townmanager\/wp-content\/uploads\/sites\/357\/2018\/10\/BDAfence_web-page-400x300.png 400w\" sizes=\"(max-width: 369px) 100vw, 369px\" \/><\/p>\n<p>The Town reached an <a href=\"https:\/\/sudbury.ma.us\/townmanager\/?p=1006\">agreement<\/a> with the property owner. Per the agreement, Sudbury voters authorize the purchase of Broadacres through <em>both<\/em> a Town Meeting <em><u>and<\/u><\/em> Election vote.<\/p>\n<p>On October 15, 2018, Town Meeting <em>voted in favor<\/em> of the acquisition.<\/p>\n<p>On November 6, 2018, State Election <span style=\"text-decoration: underline;\">QUESTION 5<\/span> is <span style=\"text-decoration: underline;\">82 MORSE ROAD<\/span>: Broadacres Farm.<\/p>\n<p>&nbsp;<\/p>\n<p>A \u201cyes\u201d vote on this question authorized the Town to increase taxes at a future date for a period of time in order to pay for the acquisition.<\/p>\n<p>&nbsp;<\/p>\n<h4>What was the cost?<\/h4>\n<p>The Town has agreed to purchase the three parcels on 82 Morse Road for a total of $5.5 million dollars.<\/p>\n<p>The purchase will occur in phases, rather than all at once.<\/p>\n<p>The Community Preservation Committee and the Special Town Meeting voted to fund Phase 1 of the purchase, committing nearly $2 million in CPA funds, thus reducing the amount to be borrowed in the future to approximately $3.5 million. The rest of the funding to be borrowed will be secured with the ballot question #5 on November 6<sup>th<\/sup>.<\/p>\n<p>The estimated impact of increasing future fiscal year\u2019s taxes to pay for the estimated debt issuance of $3,660,000 is estimated at $53 for year 1 and decreasing annually to approximately $30 in year 20 for the \u201caverage\u201d home value of $726,960. The taxes will not be initiated until the later phases of the project acquisition transpire (within 10 years).
