FY23 Consolidated Annual Performance and Evaluation Report (CAPER)

Annually, the City of Newton receives federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD). HOME funds are received on behalf of the WestMetro HOME Consortium, consisting of twelve other member communities – the Towns of Bedford, Belmont, Brookline, Concord, Lexington, Natick, Needham, Sudbury, Watertown, and Wayland and the Cities of Framingham and Waltham. To receive this funding, the City of Newton and the WestMetro HOME Consortium are required by HUD to prepare a Consolidated Annual Performance and Evaluation Report, analyzing the progress made in achieving the goals set forth in the FY21-FY25 Consolidated Plan. The Consolidated Plan outlines the strategies and goals Newton and the WestMetro HOME Consortium will employ for the use of CDBG, HOME, and ESG funds. The City of Newton and the WestMetro HOME Consortium are required to hold a public hearing on the report to solicit feedback and to ensure that grant funds are effectively spent to assist low- and moderate-income residents, as outlined in the Citizen Participation Plan.

A printed copy of the plan will be available in the Newton Housing & Community Development Office, Newton City Hall, Second Floor. Comments on the proposed plan will be accepted at the public hearing and in writing to Lara Kritzer, Director of Housing and Community Development, Planning and Development Department, 1000 Commonwealth Avenue, Newton, MA 02459 or via email to Nika Sandal at nsandal@newtonma.gov. The deadline for submitting comments is September 28, 2023 by 5:00 pm.
