After fifteen years that included a few years of dormancy, COD members updated the Bylaws to better reflect

1. core mandates in the enabling legislation
2. current operational practices
3. new best practices for going forward

The COD has resolved in

ARTICLE V OPERATIONS

Section 6 Bylaws

The Commission shall maintain these Bylaws and review them annually.
