STEARNS MILLPOND DAM RECONSTRUCTION

                                                                                                                                                  

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as and electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com. All bidders must complete and submit the electronic bidder registration form (Signature Authorization Form – hard copy) to BidDocs ONLINE Inc. at least three business days prior to the bid opening/deadline for processing. Tutorials and instructions on how to complete the electronic bid documents are available online (click on the “Tutorial” tab a the bottom footer).

 

Electronic bids for the Stearns Millpond Dam Reconstruction project, Contract No. 2019 SMD-1, shall be submitted to BidDocs ONLINE Inc. until Thursday, June 6, 2019 at 11AM EST, at which time they will be publicly opened online. Complete instruction for filing Bids are included in Section 00200 – Instructions to Bidders, of the Specifications,

 

This procurement is subject to all applicable public bidding laws of Massachusetts, including, but not limited to the requirements contained in MGL c. 30, § 39M.

 

The estimated cost of this Project is $500,000.

 

The proposed work at the Stearns Millpond Dam includes:

  • Demolition and removal of the existing low-level outlet approach, headwall, and outlet conduit.
  • Demolition and removal of the existing primary spillway discharge apron.
  • Removal of vegetation and trees on Town property within 10 feet of the dam structure and abutments.
  • Reconstruction of the low-level outlet approach, headwall, and outlet conduit (entire system).
  • Installation of a slide gate at the low-level outlet headwall to restore low-level discharge capacity.
  • Installation of stop logs slot within the low-level outlet approach to facilitate drawdowns and maintenance activities.
  • Reconstruction of the primary spillway discharge apron.
  • Filling of a void under the right training wall at the primary spillway.
  • Installation of a filter toe drain within the downstream area of embankment right of the spillway

Written responses will be sent to all bidders on record as having received Bid Documents. All questions shall be submitted to Pare Corporation by the end of the day on Friday, May 31, 2019.

 

BID INFORMATION FOR STEARNS MILLPOND DAM RECONSTRUCTION

 

Bid Security: Each Bid must be accompanied by cash, or certified, treasurer’s, or cashier’s check, or bid bond payable to the Town of Sudbury in the amount of five percent (5%) of the total amount of the Bid. This Bid Security shall be in the form and subject to the conditions provided in Section 00200 of the Specifications, “Instructions to Bidders.”

 

Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc., at 433 Main Street, Hudson, MA 01749 (978) 568-1167.  

 

There is a plan deposit of $50.00 per set (maximum of 2) payable to BidDocs ONLINE Inc.  

 

Plan deposit may be electronically paid or by certified check. This deposit will be refunded for up to two sets for general bidders upon return of the sets in good condition within thirty (30) days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.

 

Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65 per set for UPS overnight), non refundable, payable to the BidDocs ONLINE Inc. to cover mail handling costs.  

 

The Contract Documents may be examined at, but not removed from, the following locations:

Contract Documents shall be available for review and/or acquisition after 10:00 a.m. EST on April 24, 2019.

 

Bid period inquiries regarding the Work required by the Contract Documents shall be directed, in writing to: Lydia Neitlich, Pare Corporation, 10 Lincoln Road Suite 210, Foxborough, MA; email Lneitlich@parecorp.com. Written responses will be sent to all bidders on record as having received Bid Documents. All questions shall be submitted to Pare Corporation by the end of the day on May 31, 2019.

 

The selected contractor shall furnish a Performance and a Payment bond in amount at least equal to one hundred percent (100%) of the contract price.

 

No bidder may withdraw their Bid for a period of forty-five (45) days excluding Saturdays, Sundays, and legal holidays after the date of the opening of the Bids.

 

The successful bidder must commence work within ten (10) calendar days of receiving a written Notice to Proceed. The date of the Notice to Proceed is to be determined by the Owner. Each Bidder shall agree to achieve final completion of the Project, including all punch list items, within 150 consecutive calendar days from the date stipulated in the Notice to Proceed. Each Bidder further agrees to pay liquidated damages as specified in the Section 00500 Contract Agreement.

 

PREVAILING WAGES

 

Minimum wage rates, as determined by the Commissioner of the Department of Labor and Workforce Development under the provisions of the MGL c. 149, §§ 26 to 27D, as amended, apply to this Project.

 

 

 

BIDDER PREREQUISITES

 

Only bidders who can comply with the following should submit bids as only such Bidders will be considered qualified:

 

  1. The bidder shall have completed at least three (3) dam projects similar in size and scope in the last five (5) years;
  2.  
  3. The bidder shall have performed work for municipal customers within the last five (5) years. Bidder shall include with its bid a list of three (3) references for previous contracts requiring work similar to that described herein, including a brief description of the projects and contact information. The Town reserves the right to solicit references from customers not listed by bidder.

 

PRE-BID CONFERENCE / SITE VISIT

 

A mandatory Pre-Bid Conference will be held at the Town of Sudbury Department of Public Works at 275 Old Lancaster Road, Sudbury, MA on Tuesday, May 7, 2019 at 10 AM to review the project. At 10:30 AM the meeting will relocate to Stearns Mill Pond Dam, located on Dutton Road, Sudbury, MA, 01776 to visit the site.

 

The OWNER, being considered the sole and only judge, reserves the right to waive any informalities in, or to reject, any or all bids, should the OWNER deem it to be in the public’s best interest to do so. Owner may conduct investigations as Owner deems necessary to establish the responsibility, qualifications, and financial ability of the Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed to perform the Work in accordance with the Contract Documents. The Owner reserves the right to complete post-bid opening interviews to support its evaluation of the bids.
