CONCORD ROAD CULVERT REPAIRS

                                                                                                                                                  

THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED.  Please review the instructions in the bid documents on how to register as and electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.  All bidders must complete and submit the electronic bidder registration form (Signature Authorization Form – hard copy) to BidDocs ONLINE Inc. at least three business days prior to the bid opening/deadline for processing.  Tutorials and instructions on how to complete the electronic bid documents are available online (click on the “Tutorial” tab in the bottom footer).

 

Electronic bids for the Concord Road Culvert Repairs project, Contract No. 2020-CRC-1, shall be submitted to BidDocs ONLINE Inc. until Thursday, March 26, 2020 at 11AM EST, at which time they will be publicly opened online. Complete instructions for filing Bids are included in Section 00200 – Instructions to Bidders, of the Specifications,

 

This procurement is subject to all applicable public bidding laws of Massachusetts, including, but not limited to the requirements contained in MGL c. 30, § 39M.

 

The estimated value of this Project is $175,000.

 

The proposed work at the Concord Road Culvert includes:

  • Installation of temporary traffic controls.
  • Removal of existing temporary north headwall and partial demolition of south headwall.
  • Installation of temporary cofferdams.
  • Removal of sediment from within the culvert and around the openings.
  • Installation of reinforced concrete wingwalls and wingwall caps, overturning slabs, and parapets.
  • Installation of mounted thrie beam guardrail with handrail and driven approach guardrail.
  • Milling and resurfacing of pavement, and installation of pavement markings.
  • Other incidental items necessary to complete the project.

BID INFORMATION FOR CONCORD ROAD CULVERT REPAIRS

 

Bid Security: Each Bid must be accompanied by cash, or certified, treasurer’s, or cashier’s check, or bid bond payable to the Town of Sudbury in the amount of five percent (5%) of the total amount of the Bid.  This Bid Security shall be in the form and subject to the conditions provided in Section 00200 of the Specifications, “Instructions to Bidders” and following Section 00202 of the Specifications, eBIDDING INSTRUCTION TO BIDDERS.

 

Bid Forms and Contract Documents will be available for pick-up at www.biddocsonline.com (may be viewed electronically and hardcopy requested) or at Nashoba Blue, Inc., at 433 Main Street, Hudson, MA 01749 (978) 568-1167.  

 

There is a plan deposit of $50.00 per set (maximum of 2) payable to BidDocs ONLINE Inc.  

 

Plan deposit may be electronically paid or by certified check.  This deposit will be refunded for up to two sets for general bidders upon return of the sets in good condition within thirty (30) days of receipt of general bids.  Otherwise the deposit shall be the property of the Awarding Authority. 

 

Bidders requesting Contract Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground (or $65 per set for UPS overnight), non refundable, payable to the BidDocs ONLINE Inc. to cover mail handling costs.

Contract Documents shall be available for review and/or acquisition after 10:00 a.m. EST on February 26, 2020.

 

Bid period inquiries regarding the Work required by the Contract Documents shall be directed, in writing to: Christopher Jones, BETA Group, Inc., 315 Norwood Park South, Norwood, MA 02062 email CJones@BETA-Inc.com. Written responses will be sent via BidDocs ONLINE, Inc. to all bidders on record as having received Bid Documents. All questions shall be submitted by the end of the day on Friday, March 20, 2020.

 

The selected contractor shall furnish a Performance and a Payment bond in amount at least equal to one hundred percent (100%) of the contract price.

 

No bidder may withdraw their Bid for a period of one hundred (100) days excluding Saturdays, Sundays, and legal holidays after the date of the opening of the Bids.

 

Funding for this project is dependent upon appropriation of funds at the Sudbury Annual Town Meeting scheduled to begin on May 4, 2020. Upon such appropriation, a Notice to Proceed will be issued no earlier than the start of the 2021 fiscal year on July 1, 2020. There is an expectation that the Notice to Proceed will be issued on July 1, 2020, but that is not guaranteed.

 

The successful bidder must commence work within ten (10) calendar days of receiving a written Notice to Proceed. The date of the Notice to Proceed is to be determined by the Owner.  Each Bidder shall agree to achieve final completion of the Project, including all punch list items, within 90 consecutive calendar days from the date stipulated in the Notice to Proceed.  Full Beneficial Use of the roadway must be achieved by September 1, 2020. Each Bidder further agrees to pay liquidated damages as specified in the Section 00500 Contract Agreement. 

 

PREVAILING WAGES

 

Minimum wage rates, as determined by the Commissioner of the Department of Labor and Workforce Development under the provisions of the MGL c. 149, §§ 26 to 27D, as amended, apply to this Project.

 

BIDDER PREREQUISITES

 

Only bidders who can comply with the following should submit bids as only such Bidders will be considered qualified:

 

To bid on this project, Contractors must be prequalified by the Massachusetts Department of Transportation, Highway Division in the Bridge – Culverts category in accordance with 720 CMR 5.00, Prequalification of Contractors and Prospective Bidders for Statewide Engineering Field Survey Services. “Informational Only” copies of the Contract Documents will be available to any individual or firm.

 

PRE-BID CONFERENCE

 

An optional Pre-Bid Conference will be held at the Town of Sudbury Department of Public Works in the Engineering Conference Room at 275 Old Lancaster Road, Sudbury, MA on Thursday, March 5, 2020 at 10 AM to review the project.

 

The OWNER, being considered the sole and only judge, reserves the right to waive any informalities in, or to reject, any or all bids, should the OWNER deem it to be in the public’s best interest to do so.  Owner may conduct investigations as Owner deems necessary to establish the responsibility, qualifications, and financial ability of the Bidders, proposed Subcontractors, Suppliers, individuals, or entities proposed to perform the Work in accordance with the Contract Documents. The Owner reserves the right to complete post-bid opening interviews to support its evaluation of the bids.
