 Public Hearing Item 1: FY13 Consolidated Annual Performance and Evaluation Report (CAPER) for the CITY OF NEWTON CDBG & ESG PROGRAMS and the WESTMETRO HOME CONSORTIUM PROGRAM.

 Public Hearing Description: Every year, the City of Newton Housing and Community Development Program receives federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), and Emergency Solutions Grant (ESG) funds from the U.S. Department of Housing and Urban Development (HUD).  HOME funds are also received for the Towns of Bedford, Belmont, Brookline, Concord, Framingham, Lexington, Lincoln, Natick, Needham, Sudbury, Watertown, and Wayland and  the City of Waltham—members of the WestMetro HOME Consortium.  To receive this funding, the City of Newton and the WestMetro HOME Consortium are required by HUD to prepare an Annual Performance Evaluation Report, analyzing the progress made in achieving the goals set forth in the FY11-FY15 Consolidated Plan. The Consolidated Plan outlines the strategies and goals Newton and the WestMetro HOME Consortium will employ for the use of CDBG, ESG, and HOME funds.  The City of Newton and the WestMetro HOME Consortium are required to hold a public hearing on the report to solicit feedback and to ensure that grant funds are effectively spent to assist low- and moderate-income residents.The draft proposed FY13 CAPER can be found by visiting www.newtonma.gov/gov/planning/reports/default.asp.  Comments on the proposed CAPER will be accepted at the public hearing or in writing to Alice Walkup, Community Development Senior Planner, Planning and Development Department, 1000 Commonwealth Avenue, Newton, MA 02459 or via email at awalkup@newtonma.gov or nhcd@newtonma.gov.  The deadline for submitting comments is September 26, 2013.
