Ballot Question Arguments Sought – 2025 Town Election

The Select Board is seeking interested parties to draft Pro and Con arguments for the following proposed December 16, 2025 Special Town Election Ballot Questions: 

 

Question 1

HAYNES ELEMENTARY ROOF REPLACEMENT AND REPAIR

Shall the Town of Sudbury be allowed to exempt from the provisions of proposition two-and-one-half, so called, the amounts required to pay for the bonds issued in order to pay costs of the replacement and repair of the Josiah Haynes Elementary School roof system located at 169 Haynes Road, Sudbury, MA 01776, including the payment of all costs incidental or related thereto?

            Yes _____  No ______

 

SUMMARY: Article 1 of the 2025 Special Town Meeting proposes a $7,821,563 appropriation contingent on a Proposition 2 ½ debt exclusion for the replacement and repair of the Haynes Elementary School Roof.  It is estimated that the tax impact on the 2025 average home valuation of $1,121,972 will be $60 per year over the next 20 years. 

 

A “yes” vote on this question, and appropriation at the December 1, 2025 Special Town Meeting of the full amount requested by the Sudbury Public Schools, will increase the amount of money the Town may raise by taxation by $7,821,563 and result in a temporary increase in the levy limit. The Town anticipates a 41.32% reimbursement of eligible project costs through the Massachusetts School Building Authority (MSBA).

A “no” vote on this question means that the levy limit will not be increased at this time and the Town will not be able to raise the additional funds requested for the Haynes Elementary Roof. As a result,  the project will not be able to proceed at this time.  

 

Question 2

NIXON ELEMENTARY ROOF REPLACEMENT AND REPAIR

Shall the Town of Sudbury be allowed to exempt from the provisions of proposition two-and-one-half, so called, the amounts required to pay for the bonds issued in order to pay costs of the replacement and repair of the General John Nixon Elementary Roof system located at 472 Concord Road, Sudbury, MA 01776 , including the payment of all costs incidental or related thereto?

            Yes _____  No ______

 

SUMMARY: Article 2 of the 2025 Special Town Meeting proposes a $4,064,845 appropriation contingent on a Proposition 2 ½ debt exclusion for the replacement and repair of the Nixon Elementary School Roof.  It is estimated that the tax impact on the 2025 average home valuation of $1,121,972 will be $30 per year over the next 20 years. 

 

A “yes” vote on this question, and appropriation at the December 1, 2025 Special Town Meeting of the full amount requested by the Sudbury Public Schools, will increase the amount of money the Town may raise by taxation by $4,064,845 and result in a temporary increase in the levy limit. Those wishing to provide the Pro or Con Arguments for the above Ballot Questions for the 2025 Special Town Election make two submittals:

  1. Interest Submittal Information 
    1. Organization name (if applicable)
    2. Contact name, phone number and email
    3. Ballot question (1, 2 or both) for which a position will be provided
    4. Whether the position will be a Pro or Con argument
    5. DRAFT Pro/Con wording (optional)
    6. Email to sbadmin@sudbury.ma.us
    7. DUE by 12PM on Monday, November 3, 2025.
    8. The Select Board will choose a Pro/Con argument author based on the above submitted details at their November 4, 2025 meeting.
  2. Final Pro/Con Wording
    1. Authors chosen by the Select Board must provide the FINAL Pro/Con wording by 12PM on 11/6/25
    2. Arguments must be no more than 250 words
    3. Email to sbadmin@sudbury.ma.us
    4. DUE by 12PM on Thursday, November 6, 2025.

 

Selected Pro/Con authors are required to provide FINAL WORDING of their Pro/Con argument to sbadmin@sudbury.ma.us by 12PM on Thursday, November 6, 2025.
